I confirm this bug, including that manually changing permissions on the
script "forces" Brltty-Setup to "appear" to work. It finishes
successfully, launches Brltty with the newly-established configuration
and Brltty works until reboot. To the user it simply appears that
brltty.conf is now depricated and that Brltty-Setup is not persistent,
since a user can run it again after restarting and have Brltty work
again. I also confirmed that copying an old brltty.conf to /etc works,
and is persistent, but might not work for all users, since my
brltty.conf is specific to my PowerBraille 80 connected to ttyUSB0.
