I'm having this problem or at least a very similar problem.  I am also
using 10.10 (natty).

Expected behavior:  gnome-panel is supposed to start up automatically on 
startup.
Observed:  I am also not seeing the gnome-panel startup on login.  I have to 
start the gnome-panel manually.  If I start gnome-panel manually, everything 
works as expected.
