My solution:  

System Preferences -> Additional Drivers -> Disable ATI/AMD propietery
FGLRX graphics driver

Now, Additional Drivers reports: No proprietary drivers are in use on
this system.

Unity and Gnome3 windows now draw consistently without slant.  3D game
OpenArena and Sketchup under Wine both work as well.  If I do need to
activate the propietary ATI/AMD dirvers for any reason, I will post back
here.
