We do need to take care to prevent issues with window button dancing making it harder to quickly press the button you want.
Currently, when the Unity launcher is set to autohide, most open windows will have their window control buttons in an area that will be covered by an expanding launcher. I'm afraid that this will not be solved by moving only maximised windows' controls to the panel. There will be the non-maximised windows left with their controls in their window border. Often, their corner is placed in an upper corner of the screen. We often see non-maximised windows which are only a tad bit smaller than maximised windows, which means they suffer from the exact same problem as maximised windows. When the controls of maximised windows will be moved to the panel, they will move somewhat to the right of the screen. When we will leave the non-maximised windows' controls at their original position they will be further to the left than the controls of maximised windows. This seems to be an undesirable situation to me.
