I have tested it on my current Maverick version (I have installed all the updates), using the latest kernel: 2.6.35-23-generic #41-Ubuntu SMP Wed Nov 24 10:18:49 UTC 2010 i686 GNU/Linux
and the latest intel drivers from this ppa:glasen/intel-driver I have exactly the same issues (glxgears is really jerky until I move the mouse, or simply run glxgears in fullscreen window. Basically, giving more work to the CPU seems to fix the issue). However if I add 'nohz=off' to grub parameters, glxgears is smooth again. See this thread https://bugs.freedesktop.org/show_bug.cgi?id=30364, this is exactly the issue I am having. I am thinking about trying natty today on a USB stick and see if I have the same issue.
