I see what you mean but I really don't believe that this is really a bug. You have network manager automaticallyl ignoring the user's wishes and forcing him to use a network connection which he wishes to avoid. I don't know if this is the case but if network manager suddenly opted to connect through a mobile network connection then that could lead network manager to force the user to incur in needless spending. So, besides being a nuisance it can possibly be a source of needless expenses.
