Public bug reported:

I often have trouble clicking something because the help text comes up
in the hated yellow box moment I hover my mouse over it. Making it
impossible for me to click the button.

For example, in the attached screenshot, I was trying to drag the
favicon into my bookmarks toolbar in order to bookmark twitter. The
moment my mouse came over the directory I wanted to put it in, the
stupid yellow help text came up, and I could not bookmark the page that
way. Finally I dragged the favicon to empty space on the bookmarks
toolbar, and then move it from there.

I have this trouble while using OpenOffice as well.

I think the help text should not come up right below the mouse. It
should be slightly away.
