I've found a funny workaround: if you restart the X server after booting (by pressing ctrl-alt-backspace) restarting and shutting down magically works. I don't know if it is kdm fault. Or xorg-driver-fglrx (I have an ATI card - does everyone else experience this bug only on ATI cards?).
