I am agree with you, network manager should enable the user to manually
select which network interface to use and which to avoid, but you should
have reported this in Ubuntu Brainstorm at http://brainstorm.ubuntu.com/
where it can be discussed, voted by the community and reviewed by
developers instead of a bug problem, so i mark it as an opinion. Thanks
for make Ubuntu better!
