Public bug reported:

Binary package hint: vlc

VLC scaling down my CPU speed everytimes I watch a movie.
I have 2.40GHz dual-core CPU, cpu-scaling configured to 'ondemand'.
When it happens, it scales CPU down to 800MHz which is the lowest CPU speed I
have,
and it starts to drop late-frames because CPU runs at almost 100% (@800MHz
though).
The movie becomes jittering and finally un-watchable.

more info:
 - movie files I (only) watch are Divx in .avi
 - problem comes both fullscreen and window mode.
 - time before it happens is vary.
 - package vlc 1.1.4-1ubuntu1
 - ubuntu 10.04 upgraded to 10.10

Until now what I have try:
 - change cpu-scaling to performance : didn't work, still goes down to 800MHz,
and went back to 2.4GHz after I exit VLC for awhile
 - exit caffeine : no effect either.
