Given the current subject and description this bugreport is invalid. Apart from that (regarding the documentation issue) I don't think it's a good idea to copy the content of the man page to the README file. As Cameron already said the README file doesn't contain any installation instructions right now - so there's no misleading content for users.
Kerry: I think you're right when you say it's the appications fault if it's hard to understand - not the users. That's why I agree with you and dolphinaura (see Bug #533416) that an option to enable apt-p2p should be added to Synaptic. I just don't think you achieve anything by adding setup instructions to the README file. As I understand it you didn't misinterpret the instructions in the README file - you followed a how to. Either the how to wasn't correct (but updated in the meantime) or you just didn't read it carefully. In both cases you can't blame the application...
