Public bug reported:

Binary package hint: update-manager
Attempting to use do-release-upgrade, but I'm in a 3rd world country
with flakey internet. My internet connection is slow, and when it
interrupts, do-release-upgrade gives up and cannot resume from where it
left off.

Please add feature to do-release-upgrade to allow it to resume
downloading packages wherever it left off.
