Not sure exactly what you mean with UBUNTU_MENU_PROXY but I just tried with and without appmenu-gtk installed:
bob$ export UBUNTU_MENU_PROXY= bob$ emacs And it makes no difference. Without appmenu it prints warnings to the terminal, but buffer menu works. With appmenu, no warnings and improper updates.
