I have also encountered this problem.  In my case I was attempting to
install the Flash Player plugin.  I used the same sources.list as above
(but without intrepid-proposed).  The 404 Not Found message was
generated by the following packages:

flashplugin-nonfree
ia32-libs
lib32gcc1
lib32stdc++6
libc6-i386

I looked in the old-releases repository; the files are not there.  So I
think that this is not a bug in apt but a defect in the intrepid
repository.

Could the repository be fixed?  I think that this is needed in order to
follow the upgrade procedure described in
https://help.ubuntu.com/community/EOLUpgrades
