This is also a problem on the 32-bit version of feisty.

However, after installing network-manager-gnome, I was able to
successfully add a VPN connection with knetworkmanager and it did show
up in my "list" of VPN gateways to connect to (left click --> VPN
connections --> connect to <vpn name>.)

I'm unsure if the original poster's problem is something related to
64-bit or not, I can try it on my 64-bit version of Kubuntu when I get
home tonight, but installing network-manger-gnome solved the "nothing
happens when I try to add a vpn connection" problem for me on 32-bit.
