I'll do a little thinking-out-loud here myself:

I agree an overly-generous modalias might potentially cause this -- I'm
curious and will follow up on that tonight to see what modinfo has to
say on the OSS modules.  If it is the case, I will email 4Front myself
and ask them to consider changing that.  I can't think of any reason to
do it that way.  Modalias is there for a good reason!

All of the OSS modules are starting off enabled (i.e. allowed) as you
point out, but they do not load because of the missing hardware.  So
far, I am in agreement.  But even given your proposed rule changes,
wouldn't they still show up as "needs computer restart?"  If the
modalias is overly permissive, I believe they will each try to get
modprobed in, and fail, and would then show up as "needs restart."  Is
that right?  This would also have a negative impact on boot time and
hotplug performance, I would think.  Bad all around.
