I was able to reproduce this on a newly installed Maverick AMD64 system with a "Logitech Premium Stereo USB Headset 350". I plugged in the headset after booting the system, and it showed up in the hardware tab of gnome-volume-control, but not on the input or output tabs.
If I tried to use the test button on the hardware tab, gnome-volume- control would crash with the following printed to stderr: ** ERROR:gvc-speaker-test.c:390:get_channel_map_for_card: assertion failed: (stream) Aborted I was able to play audio to the headset with aplay by sending it directly to the appropriate plughw device instead of to pulse.
