Perhaps the easiest solution would be to have the NetworkManager processes launched under D-Bus check /etc/defaults files to see if they should run or not?
Have: /etc/dbus-1/event.d/25NetworkManager /etc/dbus-1/event.d/26NetworkManagerDispatcher Check: /etc/default/NetworkManager /etc/default/NetworkManagerDispatcher Then you could have an option in the System -> Administration -> Network tool to toggle NetworkManager. This can then set the start parameter in the /etc/default files to appropriate values.
