We mostly only provide manual pages for things in the user's PATH, and they're strictly optional elsewhere. In this case, given that it's slated to go away in the near future (see the changelog for initramfs- tools 0.98ubuntu2), and the current implementation is really just for internal use by initramfs-tools, I'm inclined to think it isn't likely to be worth it in this case.
