Yes I have the same issue with my Packard Bell Dot M/A UK 045 which is an Athlon 64 Chip with embedded ATI X1250 RS690 Mobo Graphics chip.
I am using the open source Radion Driver in X.Org X Server 1.9.0 I have also upgraded to Meerkat 10.10 x86_64 Beta with no improvement which is a disappointment, although glxgears -info works showing; 1526 frames in 5.0 seconds = 305.135 FP However video decoding instruction sets are going to be a different instruction set, so I do not know if its a case of the current open source driver not implementing these accelerated instruction sets in their abstraction layers in the hardware ..... or if its a case of the applications not implementing the accelerated function calls in their software. either way using iPlayer in a window works fine ....as soon as you go full screen mode the performance really slows down and makes it unwatchable. I do the same thing in windows Visa and it works fine on the same hardware ! I do not believe I had this issue before Ubuntu 10.x but then I probably used the closed source ATI Driver on older releases ....which unfortunately you can not do as they do not support anything above Xorg 7.4 This needs to be fixed to keep Ubuntu at the top of the pile for user experience.
