Public bug reported:

Binary package hint: kde-guidance

After resuming from suspend on a Dell Latitude D810, the guidance power
manager displays an empty popup (actually just the popup outline) on the
top left of the screen while it is refreshing. It basically blocks
anything below from view for about 5-8 seconds and there is no way to
get rid of it. Not really a major problem, but it's a bit more
aesthetically pleasing if it wouldn't be there (or only report briefly
after power settings have been established). Additional info: video -
ATI X600 mobile; selected powermanagement scheme - performance while
plugged / dynamic while unplugged; screen lock on resume disabled.
