I can confirm this bug in Ubuntu 10.04 with GNOME 2.30.2 I have Ubuntu installed on my laptop which I like to connect to a large external monitor when I am working at home. I have tried locking/unlocking all applets and have made sure that the applets I want stuck to the right edge of the screen have the "panel-right-stick" option checked in gconf. No matter what, when I change resolution or reboot, these settings are lost.
