I found when it happens. When I click and drag a folder, the mouse cursor usually become a folder and an arrow with faded folder name. When this bug happens, the mouse cursor is only a folder and an arrow without faded folder name. If I drag it back to folder, nothing would happen or it would be moved to the place where I dropped.
