I also have this problem, and I have attached the contents of /var/log /dist-upgrade/ in a tar file, given I do not see any other way to attach multiple files. The files contained in the tar are term.log and apt.log. I can still make updates, but I am bothered by a pop up for the distribution upgrade every time there are updates available. I didn't do anything that I know of to prompt such an upgrade, and when I try to perform the upgrade I get the error described. According to the other bug I linked to, it's importance is still being decided. I think it gives the impression Ubuntu can't manage its packages - and if we're trying to tell computer users that updates are important it seems a bad look that the update manager provides errors when you do what it suggests. But I guess that all depends on how often this is really happening.
