Public bug reported:
I did an oem server install 10.10.
Then did oem-config-prepare.
The oem-config showed up and I entered what was asked.
I've given a user named user with a password 'password'. Once the oem-config
was over, I tried to log in with user/password with no luck.
In recovery mode, I found out that the user 'user' was not created at all.
I will test that again tomorrow with the same name and with other names
as well just in case.
