I'm going to mark this report as a duplicate. The particular behavior
you describe above is intentional, but as you can see at bug 553162 I'm
arguing that there are other things that should be changed to make
Ubuntu work as expected as regards language and locale settings.

Set $LANGUAGE if the user picks a different locale in gdm, so that
language-selector and gdm stop disagreeing
