The problem was that the main Writer window was not given focus. If I
had a Writer window open in the background (with the floating toolbar
also open) and was working, for example, in Evolution and then clicked
on the Writer window in the window list, the Writer window would be
brought to the front while Evolution stayed focused.
I can't reproduce this in Feisty, so I assume it was fixed upstream
somewhere.
