Hmmmm how about the apport config file in you home dir?  Delete it and
try running the command again.

sudo rm -r /home/your-user-name/.cache/apport

If that still doesn't clear the validation try removing/purging the
whole program and reinstalling it.

sudo apt-get autoremove --purge apport

then reinstall it.........

sudo apt-get install apport

Then try running it again and see if it asks for validation.
