Fabio: I think the issue here is that if a system is upgraded in situ,
/something/ is (in one of the *new* packages) is not being reconnected
to the bus afterwards for the messages to get through.  A single reboot
and everything is happy again, it's just that the user can't shut them
machine down immediately following the upgrade.

So I can't reproduce it today, because I haven't done an upgrade that
changed FUSA or a related package... however on the day in question
(immediately following an upgrade, before reboot) it was consistently
reproducible.
