No, this is not invalid. It is really a bug. Windows should never by default be too large for the screen. Comment #2 describes a good workaround, but not a solution.
I just checked this with todays live maverick booted via grub2 loopmount. It is still showing this bug. I also found that upon resizing the window it remembered that new size through fullscreen on/off cycles (with F11) as it should. However, after closing stellarium and reopening it and switching fullscreen off it had forgotten this new size and was back to the oversized window. I checked this with konqueror, kalzium and k3b (all freshly installed on this gnome live system). They all properly remember their size in this case.
