Gunnar, Making up a $LANGUAGE from $LANG is hard to impossible. I think we should just unset it, as per comment 10. Also, the gdm script should not _ever_ modify files aside from ~/.wmrc, in particular not the user's profile. The current one doesn't take into account different syntax variants for setting and exporting the variable, and it can't do anything about setting it from /etc/default/locale anyway.
