As the main author of current gnome-exe-thumbnailer, I didn't thought about the licence yet, but I supposed it should be GPLv3 all the time. Only a few lines of original code which I found somewhere on ubuntuforums.org (specifically the main part of that awk voodoo) now remains in 0.6-0ubuntu1.
Scott Ritchie is reviewing the brand new, yet unreleased version at this moment, which came with lot of bugfixes and new features as "Vista" icons support and basic .msi files thumbnailing with version number label from extended file properties (more reliable version number from ProductVersion MSI property will came in next version). I will ask Scott (I suppose he would be reading this anyway) to hold the release for a moment and include the proper license. If You please could wait for that, You would get the license with that release. Gnome-exe-thumbnailer is my first project that gets packaged, so I'm not too much experienced with things like that yet.
