Removing the packages "network-manager" and "network-manager-gnome" is a workaround for this bug. It's also a workaround for bug #97557, evolution not remembering offline/online mode from the last session. I don't consider it a fix for either bug.
System Monitor says the network-manager process was sleeping. I'm not entirely sure what you mean by "is it connected".
