Binary package hint: powertop

My desktop has overclocked CPU and SpeedStep disabled in BIOS to keep
3GHz instead of 2.4GHz clock. As result there is no "acpi-cpufreq"
enabled and no P-states available:

09:27 h...@home:~$ cd /sys/devices/system/cpu/cpufreq/
09:27 h...@home:cpufreq$ ls
09:27 h...@home:cpufreq$ pwd
/sys/devices/system/cpu/cpufreq

But when I run powertop is shows "P-states (frequencies)" text on top of
screen.
