Yes, even after restarting the whole machine. Its fair to point out at this point that the machine has long since been upgraded to Kubuntu Feisty (Beta) and I no longer use Privoxy, but I'm more than happy to do some more testing under this environment if you want, although given the upgrades, I'm not sure how useful it would be to you.
