Appears to be a different issue to Bug 34066 as this is only the scroller, the rest of the mouse works fine.
I am also having this problem. Dell Inspiron 6000 laptop, Ubuntu 6.06. Microsoft Intellimouse Explorer 2 USB. After suspend to RAM, sometimes will randomly no longer access the scroller on the touchpad or mouse. The mouse works fine otherwise.
