Same thing here, after upgrading from Lucid to Maverick. Clicking "System" > "Nautilus Actions Configuration" has no visible effect, but puts a nautilus-actions-config-tool item into the process list. After that, when I try to start nautilus-actions-config-tool from the terminal, an "already running" message will appear after a lenghty delay (up to half a minute on my netbook).
