This might not be the exact root cause but this is what happened to me : I am in Maverick Beta on amd64.
I added a new language (Tamil - India) to my list of languages. I already have English(USA) and Hindi bolnagri for a long time. I clicked on the keyboard preferences applet and clicked on "Show current layout". Suddenly the gnome screen began to represent the gnome screen from early 2000s with flat backgrounds and got a notification of this error. I had to restart the X to fix the issue.
