Next trial: Instead of Gnome, I chose KDE as session (Kubuntu). 
While it is far from perfect, a few things are actually better: 
1. the splash screen of OpenOffice actually appears centered on the target 
desktop.
2. the auto-hide panel actually hides in the bottom of the lower screen, though 
I place it on top. So it doesn't show up in the upper screen.

It is vain for me to file a bug report with Gnome. I suggest that Ubuntu
takes it up with upstream (Gnome), and/or actually funds all necessary
changes to bring 2 monitors to the Ubuntu users; usably. (Ask Mark, if
need be.)
