I still experience this bug in version 2.30.2. Another theory stated above was that Gwibber doesn't properly interpret Facebook calls for applications that are already authorised, and therefore does not show the Add/Cancel buttons. I am testing this now by removing Gwibber from my Authorised Applications in Facebook and attempting to authorise it again using Gwibber's interface.
