Is it really the expected behavior for launcher to override 'Always on
top' of applications even in one display? And if so, what's the
reasoning behind this?

I'm asking because I was about to report it as a bug when I came across
this report. To me this seems like the launcher in effect breaks 'Always
on top', regardless of number of displays.
