I just wanted to "second" that Chris Bainbridge's solution fixed the issue for me, as well: 'apt-get remove network-manager'
network-manager was apparently re-installed during a recent update; I had removed it previously. This is on an IBM Thinkpad T30 with external (3rd party) USB wireless card; Ubuntu 10.04, 2.6.32-24-generic kernel.
