Does qiv set _NET_WM_STATE_FULLSCREEN? "OOo is not setting _NET_WM_STATE_FULLSCREEN so compiz is refusing to allow it to resize to cover the panel, as it is supposed to. Metacity appears to have a hack for this as when entering presentation mode it says "Window manager warning: Treating resize request of legacy application 0x44045cc (OpenOffice) as a fullscreen request".
