I've hit this problem a few times before but always thought it was random how sometimes the "always on top" feature would just not work. I followed the procedure and was able to reproduce the problem on my lucid as well. Guess it's not random after all. Glad there's a bug report for it so someone with some programming knowledge can take a look at this.
