Actually I don't know how the bash config is set up with a vanilla Lucid Lynx, but changing my config according to the solution mentioned in the bugreport you linked, restored the bash - behavior I was used to (i.e. completion working even after sudo) - Thanx Gilbert.
I don't understand why this is an opt-in in Lucid.
