I've marked this fix-released because:
QCad 2.0.5.0-1+090318-2 in maverick does have a Draw->Arc->Tangential menu
option that does something.
I'm no QCad expert so frankly I don't know if this is doing the right thing,
but it does seem the report is about
the item missing.
Also, the forum seems to have gone, so I can't actually follow the
original discussion.
Please reopen if I've got the wrong understanding of the bug.
