Same here. Also an EEE PC 1005 PE user.

This is a very serious bug. One note of potential use to developers is
that brightness is behaving like a sine function. As you decrease and
increase brightness, brightness oscillates in a wave fashion.

Also, brightness worked perfectly in Ubuntu 9.10. I am still using
kernel 2.6.31-20-generic for that reason.

It is broken in the following kernels (the 10.04 one and all following updates):
2.6.32-21-generic, 2.6.32-22-generic, 2.6.32-23-generic, 2.6.32-24-generic

Ursadon fix (comment 3) fixes the oscillation issue. It is also
brighter, but unfortunately not as bright as it was in 9.10, though it's
already usable.
