The current dependency in lucid and maverick is postgresql-plperl-8.4.
Unfortunately no-security patches are not included in previous versions
of Ubuntu.
Anyway, the patch you submit seems ok. If you want to use one or the other you
can write:
Depends: perl(>= 5.8.3), postgresql-plperl-8.3 | postgresql-plperl-8.4,
libdbi-perl, libyaml-perl
