I had possibly a similar problem, except that I got more information about the 
installation failure each time I used 
sudo apt-get update
sudo apt-get dist-upgrade  
and then zoneminder attempted to complete its installation:  Then I saw 
the error was "no database zm".  I checked apache and mysql and they were both 
running fine.   Check mysql with mysql-admin.

So I removed zoneminder using

sudo apt-get remove --purge zoneminder

which  cleaned up the bad install, then installation of zoneminder
worked!  Took a lot of time, since there was a big chmod that ran on all
the old events that I had on my disk.
