I have edgy and have KDE 3.5.6 already. I've had deb http://kubuntu.org/packages/kde-latest edgy main in my sources.list file for a while now. I got as far as it telling me there was a new version, I hit next through the wizard. Clicked finish and it just went away. Nothing more. Waited 5 mins, nothing. I happened to be running 'sudo adept_manager' from cli, here's what it gave me:
